## Reading the table {#reading-the-table}

**The IIPP requirement appears twice.** [§1509](https://www.dir.ca.gov/title8/1509.html) is the Construction Safety Orders' own IIPP section — it requires an effective program per §3203, plus a written Code of Safe Practices and tailgate meetings at least every 10 working days. [§3203](https://www.dir.ca.gov/title8/3203.html) is the general standard itself, also cited directly. Together that is 4,631 citations — nearly a quarter of everything cited in construction. **Heat illness is a written-plan standard too.** [§3395](https://www.dir.ca.gov/title8/3395.html) requires water, shade, cool-down rest, acclimatization procedures, and written procedures — obligations that trigger on temperature, not on a calendar.

**The serious-class citations concentrate in physical hazards.** Fall protection ([§1670](https://www.dir.ca.gov/title8/1670.html)) was classified serious, willful, or repeat in 354 of its 595 citations — 60%, the highest share in the table. Impalement protection and scaffolds follow the same pattern. Program citations are numerous; fall citations are the ones the classifications treat as gravest.

**§342 is a deadline standard.** [Reporting](https://www.dir.ca.gov/title8/342.html) requires employers to report a work-connected fatality or serious injury to Cal/OSHA immediately — the section text sets the window. It is cited 881 times in this data; a reporting obligation only surfaces after something already went wrong.

Computed from the [U.S. Department of Labor enforcement dataset](https://dataportal.dol.gov/) (the OSHA Information System), which includes Cal/OSHA because California operates an OSHA-approved State Plan. Scope: citation line items on California inspections with NAICS codes beginning 23, issuance dates January 2020 through December 2025, excluding citation records deleted in the source data, and excluding two citations of Labor Code sections rather than Title 8 standards. Data as retrieved 2026-08-21; counts change as cases settle and records are amended.
