## Reading the table {#reading-the-table}

**The forklift cluster: 338 citations across three sections.** [§3650](https://www.dir.ca.gov/title8/3650.html) covers the trucks themselves, [§3668](https://www.dir.ca.gov/title8/3668.html) the operator training and certification, and [§5185](https://www.dir.ca.gov/title8/5185.html) the battery-charging area. Two of the three are documentation-shaped: operator training is a records requirement, and §3650's own text includes operating rules a program has to train against.

**§5189 is worth a double take.** The process-safety standard — written for operations handling acutely hazardous materials — shows up on warehousing inspections with 98 citations. If your facility holds regulated quantities of such materials, this is the row to read.

**Reporting sits high.** [§342](https://www.dir.ca.gov/title8/342.html) requires immediate reporting of a work-connected fatality or serious injury; it is #3 here with a $1,000 floor in this data and a $4,050 average.

**The IIPP leads with the records story attached.** [§3203](https://www.dir.ca.gov/title8/3203.html) asks for the written program, scheduled inspections with records, and training documentation — for a fleet-and-dock operation, that includes the forklift training records two other rows of this table get cited over. Our [Cal/OSHA IIPP guide](/guides/cal-osha-iipp/) covers it.

## Methodology {#methodology}

Computed from the [U.S. Department of Labor enforcement dataset](https://dataportal.dol.gov/) (the OSHA Information System), which includes Cal/OSHA because California operates an OSHA-approved State Plan. Scope: citation line items on California inspections with NAICS codes beginning 484, 4931, or 492, issuance dates January 2020 through December 2025, excluding citation records deleted in the source data. Data as retrieved 2026-08-21; counts change as cases settle and records are amended. Cal/OSHA's own statewide summaries are at [DIR's citation statistics pages](https://www.dir.ca.gov/dosh/Citation-statistics.html).

A citation count says what inspectors cited, not what any employer must do — the standards themselves say that. Each section above links to its full text.
