"Cited" is the share of inspections opened 2020–2024 (mature enough to have concluded) that produced at least one citation; "citations when cited" is the average count on those that did.

## Reading the table {#reading-the-table}

**Most inspections follow an event — but a fifth follow a plan.** Accidents, complaints, referrals, and fatalities together account for about two-thirds of openings. Planned inspections — no event, no complaint, selected by the agency — are 21%, and they are the most thorough kind: as likely to cite as an accident investigation (70%), and averaging 3.9 citations when they do, the highest of any trigger.

**Follow-ups mostly find things fixed.** Only 38% of follow-up inspections produced a citation, the lowest of any type — evidence that abatement, once done, holds up.

**Most inspections are narrow.** 86% of the 42,309 inspections were partial in scope; only 9% were complete inspections of the whole workplace. An inspection is usually about something specific — which is also why the records behind one program element can decide it.

## Cal/OSHA has an inspection season {#inspection-season}

Pooled over 2020–2025, inspection openings peak in late summer — September (4,213), August (4,146), July (4,125) — and bottom out in November (2,827). Half again as many inspections open in September as in November. ## Methodology {#methodology}

CompliantCA computed this analysis from the [U.S. Department of Labor enforcement dataset](https://dataportal.dol.gov/) (the OSHA Information System), which includes Cal/OSHA because California operates an OSHA-approved State Plan. Scope: California inspections with open dates January 2020 through December 2025, categorized by the dataset's inspection-type code; citation shares use inspections opened through 2024 so slow-concluding cases don't understate the rates. The type mix reconciles with [DIR's own inspection overview](https://www.dir.ca.gov/dosh/statistics/Inspection-overview.html) within a few percent per category; small differences reflect counting windows.
