Reading the table
The air-tank permit is the sleeper at #3. §461(a) states that no air tank shall be operated without a permit to operate, apart from the exceptions the section lists — and the compressor tank running a shop’s air tools is exactly such a tank. At a $183 average this is the cheapest citation in the table, and among the most common.
Chemicals over machinery. Hazard communication (§5194 — labeling, safety data sheets, training on the solvents and paints in the shop), respiratory protection (§5144), and eyewash (§5162) all rank above any machine-guarding rule. The one guard that does appear: §3577, abrasive-wheel protection — the bench grinder.
Heat reaches this industry through its outdoor work. NAICS 8111 includes car washes and lots; §3395 is #4 with 221 citations.
§3205 is an expired standard, kept because the citations were real. The COVID-19 Prevention section’s own text states it applied until February 3, 2025, with its recordkeeping subsection until February 3, 2026. Its 85 citations date from its years in force.

Scope: citation line items on California inspections with NAICS codes beginning 8111, issuance dates January 2020 through December 2025, excluding citation records deleted in the source data. Data as retrieved 2026-08-21; counts change as cases settle and records are amended. Cal/OSHA’s own statewide summaries are at DIR’s citation statistics pages.
